Does proof of funds include tuition?
Usually yes for most countries — you show living costs AND your first-year tuition (or the unpaid balance). Germany's blocked account is the main exception, since public-university tuition there is typically near-zero.
Is the German blocked account or Canadian GIC a fee?
No — both are your own money held as proof of funds. A German Sperrkonto releases about EUR 992 to you each month after arrival; a Canadian GIC is returned to you in instalments over your first year.
